Romania gets it. Not only are they inviting us to permanently move into one of their airbases, but the Romanian Defense Minister has indicated that they may increase the number of troops in Iraq to help bolster security before the January elections.

This translates into growth killing risk premiums on loans in Romania (and their economy certainly needs the money). The presence of US troops reduces the risk premium and increases the chances that Romania can maintain her independence in a neighborhood that has fought over her territory for centuries. The flags change but the fight stays pretty much the same.
